If control of user access (usually via 'connected time' or data volume) is required there is a (commercial linux based) solution available. Even includes some filtering capabilities. Time/volume per individual is controlled centrally per nominated period. You could build a like product yourself, with the real works being on the accounting component. Naturally the dictate is that all devices use DHCP (or appropriate static addr) if they require access across the box (to the internet).
