There are two possibilities: You need to get the kernel modules and insmod them to enable make tc work. If you haven't added them, that would be my first port of call. If you have got the modules insmoded, then tc may not compatible. Did you download it from the uclibc site? I work on normal bering more than uclibc, so am unaware of what packages exist...
