Well I will be a monkey's uncle.  I looked in the tarball earlier and didn't
see it there, but after I checked again it magically appeared.

You may need to grab the big tar ball file, 
Bering_uClibc_2.0_modules_2.4.20.tar.gz, extract it and you will find 
ipsec.o somewhere.
