I have seen this most often when there is an old firewall in place and people 
add a new Shorewall box in parallel for testing; unless the default gateway 
of the server is moved to the Shorewall box, these symptoms will be seen.

From what you are seeing using a sniffer, there is SOMETHING that the client 
doesn't like about the SYN,ACK that it is getting back in response to its SYN 
-- you need to determine what that is.
