I just downloaded the rc4 flavour and separately, then collectively extracted all the files so I can easily search through them on my Win box.

In doing do I observed that there are 2 files (same path & name) which are stored both within shorwall.lrp and weblet.lrp...

shorwall.lrp:
   Date        Time            Size    Filename
   ==============================================
   2004-04-05  17:23:28         226    /etc/shorewall/start
   2004-04-05  17:23:28         226    /etc/shorewall/stop

weblet.lrp:
   Date        Time            Size    Filename
   ==============================================
   2002-04-06   6:19:38         287    /etc/shorewall/start
   2002-04-03  14:56:48         306    /etc/shorewall/stop

I was originally going to say:
Since the ones within weblet.lrp are ~ 2 years old I propose that they should just be removed.
but the ones within weblet seem to do something useful (shorewall's are just comment-full placeholders), so maybe a more intelligent decision needs to be made?
