I wonder how difficult it would be to compile just about everything as
a module and ship it in a modules-all.tar.gz or something.

Then a program would let the person setting up a system select the
required features, pull in all the dependent modules, and create a
modules.lrp including a /etc/modules file with the modules in the
correct sequence.

One could even extend this idea to cover also the necessary userspace
software to make use of the kernel features, or even userspace
software without a specific kernel/device requirement (such as "DHCP
server").

I've already written a prototypical shell script which builds CF/HDD
images which Work For Me(TM), so the output of this tool could be
complete images :)
