It does not appear that the dhclient command is available on this

dhclient has nothing to do with ppp. ppp is using a completely
different protocol to assign the ip address. If you depend on dhclients
hooks files you will have to implement something similar in
/etc/ppp/ip-up and /etc/ppp/ip-down directories.
