Dachstein with IPSec is capable of building VPN networks with other IPSec systems. How you configuring IPSec depends on what you're trying to accomplish, which you didn't mention. Any extra software you might need will depend mainly on what you're trying to connect on the other end (ie: linux or windows workstation, firewall appliance, cisco box, whatever).
