I'm not sure exactly why this is happening to you, but ntpd will exhibit
this behavior if your clock is too far off (apx. 5-10 minutes, IIRC) the
correct time, as it exceeds the clock slew routines ability to correct.

Make sure your clock is *CLOSE* to the correct time prior to running
ntpd...it's pretty typical to run ntpdate to set the clock just before
running ntpd to keep the clock accurate.
