Hello;

this is a rather outdated version and you have to dig deep in cvs for packages 
built for the kernel used in 2.0.

There are two solutions available for current releases:

1) tc.lrp and qos-htb.lrp
2) tc4shorewall in newer shorewall.lrp's

Because shorewall is just a set of shell scripts, you may try to update your 
router to a newer version of shorewall and try the second option.
This is documented in the shorewall documetation.
