It appears that you have two choices - either switch to something that supports ipt_TTL (from kp's comment, that sounds like switching to something that uses kernel 2.6) or switching providers (IMHO, a provider that pulls this kind of crap, should be losing customers _fast_. No provider should prevent his customers from adding a firewall to protect the local computer. It seems like your provider is actually forcing the less technically savvy users to connect their windows boxes directly to the net...).
