For a number of reasons, mainly size and missing itch factor the
community obviously did not have the urge to develop a GUI for all the
packages available. It would have meant to develop a standardized web
library with a small footprint.

Haserl does a pretty neat job to enable you to write a shell based web
GUI, I tried my hand on an interface for IPSEC and IP settings, but it
is a big task to cover all the possible settings. Feel free to
contribute code :-)

Not really negative, just null. It just newver itched enough.
I am running LEAF on a big installation where the shorewall interface is
just not enough, so I decided to use fwbuilder http://www.fwbuilder.org/
as my firewall interface.
It has proven to be the right solution for this purpose.
