I did an lsmod to see which drivers were being loaded. Then I added the
modules in my /etc/modules file, but they still load in no set order. 

 

I've found references in other distros about an iftab file and modify
something called udev.

I can't find an iftab file, and it looks like v5.x uses busybox & mdev. (not
sure what those do either)

This isn't correct way; KMODULES var specify modules that are loaded 
from initmod (ATA/USB/etc); after first boot stage other modules are 
probed first from /etc/modules and then auto-probed via hotplug hook.
