Can you pls try to change 

# default owner, group, and permissions for log files
# (defaults are 0, 0, 0600)
#owner(root);

to

# default owner, group, and permissions for log files
# (defaults are 0, 0, 0600)
owner(root);

in /etc/syslog-ng/syslog-ng.conf
and restart syslog-ng and shorewall?
