Yes it can like any other Linux. i686 or x86_64 images are SMP. You can 
use RPS or NICs with hardware mutiple queues (like Intel ones - see 
igb/ixgb supported cards).
Best CPU imho - some fresh Intel w/o hyperthreading. For ex., budget 
celeron on LGA1155/1150 (which may be upgraded in future to i5).
Also you can try ipt_NETFLOW netflow collector if you use libpcap with 
pmacct.
