Yes, local.lrp was missing from leaf.cfg generated for the images. It's fixed 
in git.

It's a bit more than that.
It's part of the logic saving the configuration works and with 

var/lib/lrpkg/local.conf

it's also available in the config menu.

I think you've spotted a bug in building images  - I can't see a need to 
rework the logic behind, at least it won't make it easier to save locally 
added files provding it within another package.
