yes, the driver should go in the tarball.  There are a couple of chipsets in 
the Ath9k range that need the firmware and there are found in the more common 
and cheaper adaptors.  

Also since the ath9k usb driver is separate from other ath9k driver, it makes 
sense to put the firmware in with the driver.
