The last time I play with wisp-dist .. the QoS "dialog" is just based on Interface only and not per IP or network .. am I right ? If so ... how about the idea to rip that QoS part out of your "dialog" and replace it with one from htb-tools ?. I knew the easyest way to do it is just disable QoS in your "dialog" , and run htb-tool's dialog seperatedly. Hmm ... since I have some WRAP board lying around .. i thing i'll try to build the package.
