Yes, you are missing something. tulip.o and other modules are not included in the wisp-dist image itself but can be downloaded separately for apropriate kernel version (2.4.20 or 2.4.25) from http://www.hazard.maks.net/wisp-dist/downloads/wisp-dist_kernel-2.4.20_modules.tar.gz or http://www.hazard.maks.net/wisp-dist/downloads/wisp-dist_kernel-2.4.20_modules.tar.gz . The tulip.o can be found in /path/to/your/extracted/modules/dir/kernel/drivers/net/tulip directory.
