In short, among the dysfunctional families of organizations who oversee time scales, those who want to abandon leap seconds are preparing to concede that if they can't have custody of the baby (UTC) then they want to officially adopt a new baby (GPS system time, and -- as a result of the US Dept. of State negotiations during the past 4 years -- therefore also Galileo navigation satellite system time). Anyone want to try to come up with a name for the new baby that doesn't seem too US- or EU- centric?
