Which is why non-repudiable *is* a good idea.
What would IANA have done in the case of Venezuela?
Issue an update and then a week later issue another update?
I don't think non-repudiability is relevant for TZ at least.
Venezuela is free to announce and revise time zone changes as often
as it likes.
