And angle. The fundamental confusion here is between TAI - purely a decimal count from some zero epoch - and UTC, an orientation angle. Angles are often expressed using sexagesimal notation. TAI should never be.
The Americans (and the British to a lesser extent) still cling to the handicap of non-uniform bases for other measurements. Still, could be worse: at least there aren't leap-ounces.
