I don't think anybody disputes that.

The current argument seems to consist of you claiming that the
tolerance be on the order of one second, for reasons you have not
provided any hint off, but want to start a red-tape commision on.

The rest of us have no trouble with a tolerance of up to (at least)
one hour, because that's what is already the reality for 99.9..%
of the population.

I'm still looking for the "poster boy" reason for your 1sec tolerance
claim.
