And the use of daylight saving / summer time actually brings the time 
of sunrise closer to constancy in places that use it, so in a sense 
this actually underscores the relationship of civil time to solar 
time even though in the technical sense of agreement with the time of 
midday it causes the local time to diverge further from precise solar 
mean time.
