And how is UTC not a "paperclock" as well? UTC is only known after the fact, when the BIPM publishes its analysis of comparisons between various renditions of UTC.

So your actual point may be that there are no suitable renditions of TAI. But wasn't that ITU's whole idea in the first pace? To make available renditions of a time scale that has no leap seconds?
