It is no longer tied to earth rotation, and becomes unrelated to the prime meridian. 2. Applications that need DUT1 get it from non-broadcast sources, such as a successor to bulletin D. 3. Keep civil time in sync with the sun by occasionally adjusting time zone offsets relative to UTC. No change from current political processes for determining time zones is required.
