There are active two internet drafts about zoneinfo. https://datatracker.ietf.org/doc/draft-lear-iana-timezone-database/ proposes that IANA take responsibility for zoneinfo, and points out that consensus of the TZ community is necessary. It contains nothing about leap seconds.
https://datatracker.ietf.org/doc/draft-lear-iana-timezone-database/ proposes a means for distributing zoneinfo via XML. In particular note that it defines zone offesets as hours and minutes only, without the seconds that are demanded by the POSIX standard.
