There are active two internet drafts about zoneinfo.

https://datatracker.ietf.org/doc/draft-lear-iana-timezone-database/
proposes that IANA take responsibility for zoneinfo, and points
out that consensus of the TZ community is necessary.
It contains nothing about leap seconds.

https://datatracker.ietf.org/doc/draft-lear-iana-timezone-database/
proposes a means for distributing zoneinfo via XML.
In particular note that it defines zone offesets as hours and minutes
only, without the seconds that are demanded by the POSIX standard.
It contains nothing about leap seconds.
