Rather I want the new lug nuts to continue to fit the bolts.  A more accurate 
lug nut would be one that better matches the original standard 
(http://en.wikipedia.org/wiki/Screw_thread).

Exactly.  There is no shortage of precise time and precision is not the only 
requirement on timekeeping.  The ITU proposal would create an unnecessary 
shortage of *accurate* time.
