Dealing with China through ISO developing space system standards, I conjecture that their motivation is to deprecate rest-of-world capabilities. China implemented modern technology very recently relative to the rest of the world. They would suffer much less than we would, if at all. I am certain that their motivation is greatest disadvantage to others with acceptable consequences for themselves.
