The problem with your argument is that the time zone system doesn't work for everyone. What is the "local civil time" for someone who doesn't hold citizenship in any country and lives on a boat that continuously circumnavigates the world? I choose to define the legal/civil time for my one-man micronation to be tied to some NATURAL phenomenon, something that is NOT subject to man's whim. Hence man-made UTC is not acceptable. Mean solar time is a natural phenomenon, so it's acceptable. I just have to pick some completely arbitrary longitude at which to measure this MST, and my own physical longitude at any given moment would be a poor choice because it changes all the time. Hence I've chosen the standard 0 deg longitude for obvious convenience.
