Sealand is about an 1/8th of an acre.  A speed limit is fairly moot.  Also, as 
nonmembers of the UPU (http://en.wikipedia.org/wiki/Principality_of_Sealand), 
another specialized agency of the UN, are they likely to be members of the ITU?
