Not stupid, but designed for GMT rather than UTC. GMT doesn't have leap seconds, it is scalar (real number, not broken down struct), continuous and monotonically increasing, but its rate is slightly variable and unpredictable with respect to TT, very much like a smeared leap second. > so this actually is viable for a shockingly large class of users.
