I actually have per-hour leap bits information for a bunch of servers
going back to before the 2008 leap. It's what I used to generate:

I have 4-year versions of the "fraction of servers advertising
leapbits" graph here:

It seems from this that there are always a few people advertising
leap seconds when they shouldn't be...
