This seems to be the squeaky wheel in Japan, and I understand this to
mean that the purveyors have managed to change the regulations so that
just about any document that might ever be exchanged now requires one
of their crypto-authentication-timestamps.

If this is the worst problem it's far less troublesome than some
things in my presentations at the Future of UTC meetings in 2011
