Well, they have on this list. Among the documented coping mechanisms are: (1) shut down over leap seconds. This is what many drug and other time-traceable manufacturers do. (2) Spend a boatload of cash on testing that vendors actually work over leap seconds through expensive simulation. (3) Hope for the best, and have more people on duty/call than normal.
