The revised text for Radio Regulation 1.14 (not to be confused with
WRC-15 Agenda Item 1.14) implies that BIPM is ready to assume control
over UTC, and that ITU-R may simply hand that control to the BIPM.
This would not be a big surprise.  BIPM has been lobbying for that,
and the ITU-R bureaucrats seem to want to be rid of this decade-long
standoff over UTC.

The revised text for Radio Regulation 2.5 makes no sense.  If the time
scale is defined by SI seconds of cesium without regard to earth
rotation then it is unrelated to a date defined on any meridian.
