Sometime last year the UK government set up a process of gathering
public input on the policy about leap seconds. A few details are at
http://www.sciencewise-erc.org.uk/cms/news_articles/view/55
and

A nice quote is in
http://www.sciencewise-erc.org.uk/cms/leap-seconds-background/
It has been noted that although a significant part of the
objection to the proposal is peoplebs expectation of a link
between time and the earthbs movement no objective evidence of
this has been presented. The ITU study groups consider that this
aspect is outside of their tightly defined technical remit.

Another agency involved in these studies is Office for Public
Management

I hear that meetings are supposed to take place during the next 4
months, but I haven't found any public announcements of them.
