Yes.  The IAU made that plain 50 years ago when they published

because as seen in point 5, they insisted that radio time signals give
UT.

What's stunning to me is that this year the IAU working group on the
redefinition of UTC quoted that in a response to the ITU-R request in
WRC-15 Agenda Item 1.14, but the document from the working group was
never forwarded to the ITU-R.  So the IAU has refused to acknowledge
its role in bringing about the current situation.
