By all means.  That is not what the ITU has been doing.  Redefining UTC to 
cease leap seconds is the opposite of a solution.

Aerospace also points things downward for innumerable purposes.  Navigation 
deals with tangential motions on the surface, in the air and at sea.  Pointing 
is not the only verb; see http://futureofutc.org for presentations and

Astronomers among others are power users of both solar time and atomic time.  
The common ground is to recognize that these are indeed two different things.  
Correct implementations cannot flow from faulty conceptual models.
