I finally managed to write up my measurements of what the leap flags
in the NTP network have been doing for the last ~8 years.

I presented this at the Traffic Measurement and Analysis workshop
last week. The paper covers some of the basic questions that one
might ask, but there's other things I could still look at. If anyone
has any comments or ideas, please feel free to send them on.
