Back in the old days, computer clocks weren't accurate enough to care about
leap seconds.
In the early 80s, the NTP equivalent at Xerox was only good to a second and
it was only used at boot time.
By the time computers and networks (and a few geeks) were good enough to
notice, it was too late.
By the 1990s many systems were capable of it, and many were discussing
how to fix it. Around 2000 we started into the "eliminate Leap Seconds
debate", which essentially inhibited all development for 15 years. Too
bad, but here we are now.
