The wikipedia article on Leap second has recent edits reporting on
activity of the International Electrotechnical Commission during
the past few years and at their meeting last month in New Orleans.
Most of the cited documents are proprietary to IEC patrons.
The summary in wikipedia indicates that ITU-R advised IEC to use TAI,
but IEC refused and expects the ITU-R to change UTC.
