This one is allowed to be funnier than the Rockwell Collins GPS
receiver issue earlier this month.

PH12911: CEELOCT FAILS TO RETURN A VALID TIME WHEN CVTLSO IS NEGATIVE.

In short: Strange time values are returned if an IBM system is
configured with a negative number of leap seconds.

Fix:
Customer: Doctor it hurts when I do this.
IBM: Then don't do that.
