Interesting that this has a 180 day "make available" but the other stuff in the EO (PNT profiles, etc) is years down the road.

As a practical matter, this has already been done. WWV, WWVH, and WWVB all provide coordinated universal time without GNSS. The EO says nothing about accuracy, precision or availability. In fact, the dial up service (https://www.nist.gov/pml/time-and-frequency-division/radio-stations/wwv/telephone-time-day-service) would also work.
