I don't think that statement is useful. Most people have a concept of accuracy within certain tolerances, dependent on the quality of the clock and its discipline mechanisms. For most purposes a computer's clock can be kept correct with more than enough accuracy, and certainly enough accuracy that leap seconds are noticeable.
