You might see a module that was introduced in 4.0 so it happens to look like a 3.19- vs 4.0+ (so 3.x vs 4.x) change, but that's just coincidence. It might have as well be introduced in 4.1, or in 3.19. So there really is no reason to treat the 3.19 => 4.0 switch differently.
