Thanks, Johann. This is likely my problem; I built using './acprep update'.
However, when I try './acprep opt update' the build fails:

acprep: INFO: Executing phase: submodule

/home/jrake/ledger/missing --run aclocal-1.11 -I m4
aclocal-1.11: configure.ac:6: file `version.m4' does not exist
make: *** [/home/jrake/ledger/aclocal.m4] Error 1
acprep: ERROR: Execution failed: make
