There are two issues here:
1) You also have to specify --explicit (i.e. --strict --explicit) for
it to work on cleared transactions. I believe this is expected
behaviour.
2) You have to declare one (any) account, e.g. by adding
account foo
at the top of your file. I believe this is a bug, see
