Great news! A side issue that comes up here is whether someone wants to try to put together a shim that enables sensible output of unicode characters in the windows cmd shell. My readings led me to believe it was possible, but for whatever reason I always overlooked using the Google strptime with MSVC, and the mingw headers don't have the definitions needed to use the functionality (added in MSVC 2005; figuring out the definitions and contributing them to mingw in keeping with their concerns over licensing is a big project relative to my C/C++ knowledge...). Then I ran out of steam and tried Cygwin which works well enough for what I need (I do see the parallel between some Windows specific shim and Cygwin, most of the approaches are several dozens of lines, not really anything resembling Cygwin).
