That's a very good question, John. The main reason why I prefer(red ;) the submodule approach was, that I added the FindUtfcpp.cmake to it, which from my point of view greatly improves the handling of utfcpp. It uses utfcpp from standard system locations should distributions (e.g. Debian) provide libutfcpp and falls back to the files in the source tree minimising the hassle for people wanting to use ledger without wanting to deal with its dependencies.
